بررسی وزن مؤلفه‌های شاخص عملکرد لجستیک (LPI) بر اساس نوع کالا: ارزیابی به روش بهترین-بدترین آرمانی و بازنگری رتبه‌بندی کشورها

چکیده
لجستیک به‌عنوان شبکه‌ای پیچیده از خدمات برای جابجایی کالا و پشتیبانی از مبادلات داخلی و برون‌مرزی شناخته می‌شود. شاخص عملکرد لجستیک (LPI) که بانک جهانی از سال ۲۰۰۷ معرفی کرده است، هر دو سال یک‌بار کشورهای مختلف را بر اساس شش مؤلفه کلیدی رتبه‌بندی می‌کند؛ مؤلفه‌هایی که تاکنون وزن یکسانی داشته‌اند. کارآمدی نظام لجستیکی نقش تعیین‌کننده‌ای در رشد اقتصادی و دسترسی کشورها به بازارهای جهانی دارد، در حالی که ناکارآمدی آن هزینه تجارت و زمان دسترسی را افزایش می‌دهد. هدف پژوهش حاضر بررسی اثر نوع کالای حمل‌شده بر اهمیت نسبی مؤلفه‌های LPI است. بدین منظور کالاها در چهار گروه فله خشک، نیازمند کنترل دما، خطرناک و جنرال کارگو طبقه‌بندی شدند و با بهره‌گیری از پرسشنامه خبرگان و روش بهترین-بدترین آرمانی (GPBWM) وزن هر مؤلفه برای هر گروه تعیین گردید. یافته‌ها نشان می‌دهد که در کالاهای فله خشک و خطرناک، زیرساخت‌ها بیشترین اهمیت را دارند؛ در کالاهای نیازمند کنترل دما، کفایت و کیفیت خدمات لجستیکی اولویت بالاتری دارد و در جنرال کارگو، حمل‌ونقل بین‌المللی مؤلفه اصلی محسوب می‌شود. بر اساس این اوزان، بازنگری در رتبه‌بندی LPI کشورها تغییرات معناداری را نشان داد. این نتایج به کشورها امکان می‌دهد متناسب با ترکیب کالایی صادرات و واردات خود، بر مؤلفه‌های کلیدی تمرکز کرده و سیاست‌های بهبود عملکرد لجستیکی را هدفمند طراحی نمایند.
