Determining priorities for winter road maintenance operations with the aim of reducing the cost and time of operation

The maintenance of roads in the winter includes many tasks and requires the provision of human and financial resources, and the provision of materials and the deployment of road forces. The overall goal of this research is to obtain winter road priorities based on the opinion of experts so that programs that increase the efficiency of winter maintenance operations and cost management are reviewed and finally we obtain the required items that should be done in Iran. The sample studied in this research is 97 supervising engineers, civil engineers, design engineers and contractors of the private sector and government agencies in Alborz province. The prepared questionnaire is designed in six sections and 16 questions in different sections. In order to investigate the factors affecting the reduction of cost and time in the implementation of winter road operations using the fuzzy hierarchical method, another questionnaire called the expert questionnaire (9-factor AHP questionnaire) has been prepared and designed with the opinion of professors and experts in this field to examine and compare the importance of the criteria of using anti-icing materials, routing C VRP, reducing the life of machines, using global experiences, correct management of machines (cmms) and predicting road conditions relative to each other. Based on the results, the prioritization of the criteria effective in reducing time and cost is, respectively, the use of antifreeze materials, reducing the life of machines, proper management of machines, using global experiences, predicting road conditions and C VRP routing.
