Providing a Model for Monitoring the Effectiveness of Urban Development Plans

Abstract

In the last three decades, numerous civil projects have been planned, implemented and exploited in Iran. In the meantime, regardless of the need to comply with all engineering and executive principles during the design and construction phase, monitoring of these projects with the aim of evaluating the plans criteria in terms of their effectiveness and efficiency over the project life cycle is essential. In this way, the historical background of lunched projects in Iran shows that a number of these projects have not undergone comprehensive studies in the initial and complementary study phases. Consequently, during the operation phase, the objectives which set at the design stage have not been met. Currently, there is no clear procedure for monitoring the effectiveness of lunched projects in Iran. So in this paper, a description of similar services for monitoring the effectiveness of lunched projects during the operation phase is developed. This model can be used as a general base for monitoring lunched project in Iran.
