The method of data collection was documents and by examining the data of the General Directorate of Highways and Road Transport and the country's road police. To determine the inputs and outputs, in addition to reviewing the background of the research, the opinions of experts and the Delphi technique were used, and the data analysis method was used to analyze the data. The results showed that the provinces of Kohkiloye and Boyer Ahmad, Alborz and Qom are ranked first to third among the top provinces of the country in 1401 and the tourism provinces of Isfahan, East Azarbaijan, Gilan, West Azarbaijan, Mazandaran and Fars are ranked 26th to 31st. They were ranked in terms of road safety. Based on this, by modeling efficient provinces, for each province, the amount of deficiency in inputs and the necessary measures to achieve the level of efficiency in road safety were determined.
