Maintenance Cost Function for Highways of Iran

Abstract

It is necessary estimating of maintenance cost of highways because of allocate appropriate
budget and preparing enough action. It is used traditional methods or some international
coefficients in under developed countries because of lack of information. In the traditional
methods it is allocated budget respect to economic situation. In best practice it is used a trend
method. In this paper it is introduce and estimate full maintenance cost function for Iranian’ s
highways. The output shows that the function is nonlinear with two explanatory variables:
equivalent single road axle (ESAL) and age of the highway. As, it is expected age has a
negative influence and in contrast ESAL has a positive one. According to the model it is
estimated marginal cost function which it is also nonlinear. It is used for Ardakan-Mehrize
highway which is in construction agenda. According to the mode, the marginal cost of it for
using at least 30 years is 11 Rial.
